PROJECT OVERVIEW

The California Public Employees' Retirement System (CalPERS) Enterprise Solutions Development Division (ESDD) requests assistance from Contractor to provide two senior technical specialists to assist the Investment Technology Services Unit (ITSU) to provide application development, maintenance and support to Investment Office (INVO). The selected resources will provide technical analysis, support, and system administration to critical execution and order management trading systems, support the maintenance of and enhancements to INVO Access databases, Excel macros, Add-ins and workbooks, and provide technical expertise for INVO projects containing technology components affecting INVO systems.

ROLE AND RESPONSIBLITIES

· Provide detailed technical assistance to ITSU team to reduce the current backlog of INVO requests.

· Provide detailed technical assistance based on existing application and scripted processes/interfaces to the various INVO projects project.

· Develop and support processes for file transfers to and from the different Investment Office Vendors

· Develop web user interface to interact with custom utility.

· Develop/Enhance customized Charles River Order Management system ( CRIMS) Crystal Reports and/or CRIMS batch processes to be integrated and automated by CRD management services team

· Assist with new reports, blotters, workflow monitors, adding users to systems, privilege granting, and research in Support trading tools, specifically Excel Macros, Add-ins, and Workbooks, provide enhancements as needed

· Maintain documentation for all enhancements and changes made to any systems, Excel Macros Add-ins, workbooks, databases and processes for complete change history

· Assist staff in improving performance of existing batch jobs and SQL stored Procedures.

· As directed by TMU and ITSU , develop/enhance an Investment Data Processing (IDaP) utility to monitor the files received/send by INVO users to external vendors: Duties include, but are not limited to:

1. .Net development

2. Administer the version controller repository of the Application and Infrastructure C# source code

3. Mentor CalPERS staff as needed on C# and the solution design.

4. Adapt existing processes to the Monitoring infrastructure.

5. Provide periodic updates on progress to TMU and ITSU, escalate issues, as needed to appropriate CalPERS staff.

MINIMUM QUALIFICATIONS:

· Investment Business knowledge

· Programming experience in C#, .NET, Crystal Reports, PERL

· Object Orientated development methodologies knowledge

· Operating System Platforms experience (Unix, Windows, and Linux)

· Database languages (i.e. Structure Query Language (SQL), and MS SQL stored procedures experience

· Experience in HTTPS

· SFTP/FTP tools

· Performance tuning of complex SQL queries

· Software Development Lifecycle (SDLC)

· Industry standard systems software support models, methods, policies, techniques/best practices, procedures, and processes

· Systems planning, analysis, design, testing, implementation and quality assurance practices/standards

DESIRED QUALIFICATIONS:

· Government - State of California
