Programmer is responsible for coding modifications to existing code as well as new modules for the Teacher Cerfication Information System. Repsonsibilites include component testing, verification and migration to production and documentation. See below.

Role Description:

Plan all required process steps.

Review and understand the Application Team's workplan.

Provide status of work to Team Lead.

Anticipate, identify, track and resolve issues and risks affecting own work and work of the Application Team. Develop contingency plans as necessary.

Engage in ongoing process improvement.

Detailed functional and process knowledge.

Utilize deep modeling, design and coding skills.

Provide expertise in one or more database environments."

The contractor shall utilize Java GlassFish 2.1 software with the JDK 1.6 software kit. The contractor shall follow the OIT application standards and guidelines document when developing the application code. OIT follows a 3 Tier Architecture design which the contractor shall incorporate in the application design frame work. Contractor shall use Oracle 11g database platform for data collection, and also follow the table naming standard provided by OIT when creating tables.

State has a document repository system, FileNet, which is used to convert paper forms and other documents received from applicants into electronic image format. FileNet system is hosted by Department of Treasury. The contractor shall configure TCIS module to interface with FileNet system to automatically update the scanned document(s) against the applicant's checklist. The contractor shall ensure that information transmitting to FileNet system from DOE machines shall be encrypted and compatible with FileNet.

The contractor shall be aware that a requirement for data transfer is the use of xml technology. Should data transfer issues arise in the development of TCIS deliverables, the contractor shall ensure that xml technology is employed as appropriate.

• Strong understanding and proven experience in the use of various database and DBMS products.

• Experience creating benchmark tests, designing for scalability and performance, and designing/integrating large-scale systems.

• Experience designing and building n-tier architecture-based.

• Background in systems architecture and relevant technologies, including portal technologies, high availability design, internet security, identity management, web and application server environments, session management, transaction management, middleware messaging and content management.

• Knowledge of SOA, middleware technologies, messaging frameworks, and web-services standards

• Knowledge and experience designing and developing Enterprise Service Bus/ SOA /Integration Tier Architecture (Web Services, J2EE, JMS, EAI, MQ, BPEL/Process Orchestration).

• Experience and knowledge integrating components/systems.

• Open source savvy, possessing practical implementation experience using common open source libraries/frameworks.

• Understanding of key standards, such as JEE, Ajax, JSON, JAX-*, HTTP, etc.

• Expertise in object-oriented analysis and design; preferably service-oriented design

• Exposure to simple object access protocol (SOAP) and web services.

• Experience with Security (e.g. authentication and authorization) Architectures.

• Experience using some of the following technologies:

o Layered architecture, components and interfaces

o Languages: C, C++, Python, Java, Objective C, Android SDK

o XML: XML Schema, JAXB, XMLBeans

o Development Environments: Eclipse IDE or Any other

o Middleware: MQSeries, WESB, WPS, WebSphere Portal

o Web Servers: SunOne WS/IIS, Apache, Django Server.

o Databases: Oracle, SQL Server, DB2/UDB, SQLite and stored procedures

o Application Servers: IBM WebSphere, Oracle/BEA WebLogic

o Architectural Design using Visio, UML diagrams and Use Case documentation

o Advanced Web Services Skills: SOAP, UDDI, XML, WSDL, REST.
