The person in this position must be able to work on site in Portland, Oregon
This request is for a Business Systems Analyst III who will focus on a single work effort related to implementing legislative and business requirements for the Oregon Health Authority. This project is being initiated with multiple work streams and the person in this position will be responsible for gathering, documenting and tracking system requirements and related analysis documents.
The person in this position should have:
· Strong working knowledge of the concepts, methodologies, techniques and tools of business analysis and system development.
· In depth knowledge and experience in current industry best practices and tools in the field of business analysis.
· Ability to quickly synthesize information, to think critically, view and explain multiple perspectives, and problem solve.
· Experience writing user stories, use cases, requirements documentation, project updates
· Superlative public relations and written and oral communications skills with an ability to bridge the language gap between IT and business customers.
· Ability to identify complex problems and review related information to develop and propose options to leadership for solution.
· Solid experience with opportunity analysis, requirements gathering, and understanding business objectives
· Experience working with project teams in an information technology environment.
· Training or certification with agile or SCRUM
· Reviews, analyzes, and evaluates business systems and user needs.
· Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies.
· May require a bachelor's degree in a related area and at least 4 years or equivalent experience in the field or in a related area.
· Familiar with relational database concepts, and client-server concepts.
· Relies on experience and judgment to plan and accomplish goals.
· Performs a variety of complicated tasks.
· May lead and direct the work of Contractor staff.
· A wide degree of creativity and latitude is expected.
