The responsive Vendor shall provide the FDC with a candidate for the follow·1ng Staff Augmentation position as identified in STC #80101507-SA-15-0l. The FDC reserves the right to secure multiple positions from this job advertisement, as needed.
2.2 Description/Deliverables
The FDC's OIT is seeking the services of an experienced Web Design Specialist. The specialist will work closely with customers, FDC Business Subject Matter Experts, FDC OIT Team Members, and FDC PMO Members to analyze business requirements and determine the planning, design, development, implementation, and support of quality website and graphic design solutions. This will mean involvement in all levels of the development lifecycle including identifying business requirements, IT and accessibility specifications, development, testing, and ongoing support within the production environment. All solutions developed must align with organizational strategies and comply with accessibility standards. The candidate may also be assigned other deliverables, tasks, and/or projects as required by the FDC.
The chosen candidate shall report to the Web Manager.
2.3 Scope of Work/Job
Characteristics
The Web Design Specialist will provide design and support for web and graphic design solutions. This Specialist will also be required to complete the following activities, which is not an allinclusive list:
• Design, build, and maintain websites using authoring or scripting languages, content creation tools, management tools, and digital media;
• Perform or direct website updates;
• Write, design or edit web page content, or coordinate with others producing content;
• Confer with FDC Management or the FDC Web Development Team Leadership to prioritize projects, resolve conflicts, develop content criteria, or recommend solutions;
• Identify web service issues uncovered by testing or customer feedback and correct or refer problems to the appropriate personnel for correction;
• Evaluate code to ensure that it is valid, properly structured, meets industry standards and is compatible with browsers, devices, or operating systems;
• Maintain understanding of current web design technologies and programming practices through continuing education, reading, or participation in professional conferences, workshops, or groups;
• Develop or validate test routines and schedules to ensure that test cases mimic external interfaces and address all browser and device types; and
• Assist in implementation of a new Intranet Portal for FDC employees with a specific focus on CMS solutions.
Requirements/Qualifications
Bachelor's Degree, from an accredited college/university, in Computer Science, Information Systems, other related field, or four (4) years of equivalent work experience.
4.2 Required Qualifications
The FDC requires the following experience and/or knowledge for this position:
• 5+ of years of experience designing web pages using HTML and CSS;
• 5+ of years general Graphic Design experience using Adobe Photoshop and/or Illustrator;
• 5+ of years' experience with JavaScript;
• 4+ of years' experience with JQuery;
• Experience ln designing sites for a mobile environment;
• Experience in Adobe Dreamweaver;
• Experience testing websites with multiple browsers and device specifications; and
• Experience preparing briefings and status reports for management.
The FDC prefers the candidates have the following experience, skills, and/or knowledge for this position:
• Experience working with Content Management Systems;
• Experience working with web design frameworks such as Bootstrap, Foundation, and Angular;
• Experience designing websites and PDF files to comply with ADA level AA requirements;
• Experience editing PDF files using Adobe Acrobat;
• Experience with Adobe InDesign;
• Experience in Web Application development with PHP or ASP.net;
• Experience with SQL Server 2012/2016;
• Experience working with Law Enforcement Agency and the related security requirements; and
• Knowledge of T standards in a criminal justice environment.
The Vendor shall ensure any candidate submitted for this position can successfully perform the defined Scope of Work in Section 2.3, and meets all the required education and qualifications described above in Sections 4.1 and 4.2.
