(1)    SR. Business Analyst

Task & Duties

• Develop system design specification
• Develop and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
• Develop specifications for databases, communication systems, hardware, network, security, storage and software configurations.
• Develop structured diagrams for the specifications of databases, communication systems, computer or storage area networks, security or network programs.
• Develop, compiles, maintains and documents configurations of the following: databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems.
• Develop system documentation
• Develop operational and installation procedures for communication systems, hardware, network, security, storage and software.
• Develop guidelines and upgrade techniques of new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security and client server systems.
• Develop detailed systems operations designs.
• Perform System Design/Coding
• Work with MIS staff (e.g., managers, senior programmers, support staff, product manager) to plan program code implementation, enhancements and changes
• Create, test and maintain program code
• Design reports, audit trails/logs, security mechanisms
• Provide assistance to MIS technical support staff when they are unable to resolve a program, database, or IT issue by themselves
• Occasionally contact customers as may be needed to clarify the intent of a new feature or resolve a problem
• Provide general programming assistance to other MIS programmers/projects as may be needed.
• Perform Testing/Evaluation
• Test programs and systems and integrates system modules
• Develop, implements, and monitors information technology quality assurance standards.
• Develop SOA (Service Oriented Architecture) strategies and test plans
Required Skills
•  Minimum 8 Years Experience with writing application software, data analysis, data access
•  Minimum 8 Years Experience with data structures, data manipulation, databases, design, programming, testing and implementation
•  Minimum 8 Years Experience with technical and user documentation, software conversions
•  Minimum 8 Years Exposure to environments include but are not limited to mainframe, mid range, personal computers, laptops
•  Minimum 8 Years Lead in the design of program specifications and the implementation of software solutions
•  Minimum 2 Years Experience with Web Service Development and consumption
•  Minimum 4 Years Knowledge of SOA trends, SOA standards, XML, XSLT, SOAP, XML Schemas, IEPDs and WSDL usage

• Budget & Contracts Imaging System
• Prepare IT contract bid specifications and evaluate recommendation for award (RFA) justifications.
• Prepare justification documentation for additional funding requests/IT contract extensions.
• Establish and maintain database on the approved OMB Capital projects for budgetary control and reporting.
• Monitor, analyze, and review Agency Expense budget of approximately $70 million in gross for maintenance of services.
• Design various reports, including options to create custom reports as per user requirements.
• Analyze spending pattern and plan appropriate action for new capital budget needs/projects as deemed necessary by the agency.
Required Skills
• Minimum 4 Years Bachelor's degree or equivalent diploma in relevant administrative field required
• Minimum 3 Years Relevant experience in Budget, Data Processing and finance administration.
• Minimum 3 Years Experience in MS Office Suite
• Minimum 3 Years Strong knowledge of budget administration
• Minimum 2 Years Experience analyzing business process

(4)    Business Analyst

Tasks & Duties
• Budget & Contract Imaging System
• Analyze business process and identify key data fields of the various types of contractual documents.
• Establish and maintains database on the approved OMB MIS Capital projects for budgetary control and reporting.
• Create functional and user requirement documents.
• Conduct user training and provide user support.
• Design and Implement Budgeting and Reporting System (BARS).
• Create MS Access database including table relationships, queries forms, and reports.
• Monitor, analyze, and review MIS expense budget of approximately $70 million in gross for maintenance of services.
• Design various reports, including options to create custom reports as per user requirements.
• Analyze spending patterns and plans appropriate action for new Capital Budget needs/projects as deemed necessary by the Agency.
Required Skills
•  Minimum 6 Years Relevant experience in Budget, Data processing and Finance Administration
•  Minimum 6 Years Experience in MS Office Suite
•  Minimum 6 Years Strong knowledge of Budget administration.
• Minimum 3 Years Experience analyzing business process
Desired Skills
•  4 Years Experience in creating MS Access database
